Notarcola's appointment is effective immediately.
The Clerk's Office of the Cecil County Circuit Court, which includes approximately 30 employees, is responsible for receiving, recording and maintaining all records of proceedings; including court orders, pleadings and filings, processing orders and judgments, entering and maintaining documentation for land and business transactions such as deeds, mortgages, and plats, issuing business licenses and marriage licenses, and performing civil marriage ceremonies. The Clerk administers oaths of office to officials, judges and appointees commissioner by the Governor.
Notarcola has an extensive and varied career with the Circuit Court for Cecil County. She joined the Circuit Court in 1985 where she began as a clerk typist. A short time later, she became Jury Commissioner, a post she held for more than a dozen years. She then accepted a position with Honorable O. Robert Lidums as his Judicial Assistant. When Judge Lidums retired, she accepted the Chief Deputy position with Lowe. Notarcola is also a member of the Maryland Clerk's Association.
"I am honored that the judges of this court have chosen me to carry out the goals that Derrick had for the Clerk's office. Derrick and I worked closely together and often discussed the future of the Clerk's office. I look forward to this opportunity," Notarcola said.
"Charlene has been employed in the Court House in one capacity or another for 30 years. During the last five years, she has served as Chief Deputy to Clerk of the Court Derrick Lowe. Like Derrick, the judges of the Circuit Court unanimously believe in Charlene's ability to perform the job and duties of Clerk of the Court. Charlene has demonstrated this ability during the last five years and we look forward to continuing to work with her in this capacity," said The honorable Keith A. Baynes, County Administrative Judge, Circuit Court for Cecil County.
She is the first woman appointed to serve as Clerk of the Court in Cecil County. She is a lifelong resident of the county and lives in Port Deposit with her husband, Mark.
