One of Elkton's busiest people has been named the 2014 Citizen of the Year by past recipients.
Business owner and volunteer Roger Owens will be honored at the annual Citizen of the Year Banquet which is set for March 26. The honoree is chosen by past winners of the award.

In 2002, Owens received a Governor's Citation for this project. For years, O-Kleen has also offered free cleaning for fire, EMT and ambulance gear for any member of Singerly Fire Company.
Owens has been a member of NAIFA, National Association of Insurance & Financial Advisors since 1984. He has been past President, Secretary, Treasurer, Education Chairman, Public Service Chairman and National Committeeman of NAIFA Central Delaware. He is a past board member, Program Chairman and Education Chairman for NAIFA Delaware. From 2001-present he has been the Political Action Committee Treasurer for NAIFA Delaware.
He has also been involved in many local organizations. He was Commodore of the Upper Chesapeake Yacht Club in 1992 and 1993. He is a past board member for the American Red Cross in Cecil County. He is a past volunteer for the March of Dimes Walkathon. He is a member of the Cecil County Chamber of Commerce.
From 1992-present has been an active board member in several community associations. He has been a member of the Greater Elkton Chamber of Commerce since 1990; and was president in 1997. He has been the Chair of the Halloween Parade for the past 18 years. He was honored for his volunteer work in 2005 from the State of Maryland Main Street Program.
He is involved in the following volunteer organizations: Elkton Chamber & Alliance, Inc. - Board Chair, Cecil College Foundation- Board Member, and POMC – Parents of Murdered Children.
He contributes/assists/supports in the following ways: Chairman, Elkton Chamber and Elkton Alliance, Inc. Board of Directors
Chairs, Elkton Halloween Parade for 18 years, and volunteers his time and services to all of the Town of Elkton events.
He volunteers his time, tractor, and services to the Elkmore community for beach cleanup
He has hosted a kid’s hayride in the Elkmore community and an adult hayride every Halloween.
He volunteers his time, tractor, and services to cleaning up the beach area at Kensington Court in Elkton.
He donates his time and supplies to the POMC (Parents of Murdered Children) dinner, along with being the Master of Ceremonies for the event.
He is always available to sell 50/50’s at local non-profit events and fundraisers.
He also serves as officiant at weddings when asked.
