Cecil County Sheriff’s Office investigators immediately began an investigation into the incident. The investigators learned that the subject that was in possession of the sketchbook was a resident in Cecil County. It was also discovered that the subject had just recently returned to Cecil County from the treatment center in California. Investigators responded to the subject’s residence and made contact with family members. Family members also expressed their concern over the subject’s recent behaviors and statements. The family members were extremely cooperative with investigators. Investigators learned that the subject was staying at the residence but was not home at the time. It was determined through interviews that the suspect did not have any immediate access to firearms. Consequently, no firearms were seized. A check through the Maryland State Police revealed that no firearms were registered to the subject.
While at the residence, investigators observed the subject arrive at the home. Upon seeing the investigators, the subject began to flee the scene on foot. Investigators were able to catch up and make contact with the subject a short distance away. The subject was transported to the Cecil County Sheriff’s Office for an interview concerning the allegations. During the interview, investigators learned that the sketchbook had been burned a few days earlier. The subject denied that he would ever take part in a school shooting and would not provide specifics concerning his drawings.
After speaking with the witnesses, family members, viewing social media, and reviewing past incidents, investigators believed it was in the subject and the public’s best interests to have the subject medically evaluated. The subject was transported to a local medical facility where an emergency petition was completed by investigators and the subject is currently under the care of mental health professionals.
Sheriff’s Office investigators consulted with the Cecil County State’s Attorney’s Office concerning possible criminal charges. It was determined that the photographs viewed in another state did not meet requirements for criminal charges. Investigators are continuing their investigation into this matter. Sheriff’s Office personnel made contact with Cecil County Public School and Cecil College administrative staff about safety concerns. Sheriff’s Office personnel also contacted and were assisted by state and federal agencies concerning this investigation. Investigators are still working to determine if a potential incident was thwarted.
The subject is still being held at a medical facility under mental health personnel supervision. The Sheriff’s Office is not releasing the name or address of the subject because no charges have been filed at this time.
